There are a few ways but most commonly a fake check is sent as a result of a previous communication with the scammer. The scammer claims that they will send a "stimulus" check once you pay a fee. The check is sent as a means to verify a bank account actually exist and that a transaction is made. When the check is deposited, the scammers who likely has an account with insufficient funds has verified your bank account exist and the bank believes there is an legitimate relationship between the two partners. With that, the scammer will request a refund from your bank even though the check amount they sent never existed in the first place.
